I've read on blogs etc.what makeup works for which eyecolour because I have a fascination about how makeup can being key features. And yes it take a lot of research but I have never come across if you were to wear black eyeliner on top and bottom or just bottom what colour would your eyes look on hazel eyes.

Black eyeliner doesn't really make hazel eyes pull any particular direction. I have hazel eyes and depending upon what colors I put on, they change, but black doesn't make them shift.

I have brown eyes and found I can wear just about any color. I don't particularly like following the "rules" when it comes to what shades work with what eye color/skin color. I'm a rebel and its served me well. ;)

Black doesn't make your eyes shift towards a different color. I don't have hazel eyes, but my step mom does. Black on the waterline can make your eyes look smaller though, but I have friends that look great with it on their waterline. Top line however, looks amazing and I find actually opens my eyes up and makes them look better lol.

Yeah, black doesn't make them pull any particular color.
It may just make them look brighter since it will contrast with the darkness of the black but that's about it.
If you want them to pull a specific color then you'd use the opposite color on the colorwheel to make it contrast and bring out a particular hue
