The easiest way to tell is by looking at your veins. if they look blue, you have cool undertones. if they look green, you have warm undertones. if you see both colors, you are neutral. also, if silver jewelry flatters you best, you are cool. if gold flatters you best, you are warm. for both, neutral 😊

Once you figure out which undertones you have, you can read descriptions of foundations that may have (for ___ undertones) & the best way to see is to swatch it in store just to make sure it matches 😊

Just looking at you I can see warmth. I'd say you've got yellow undertones.
Your face has some pink to it but I think most people do.
It's erred to match your face to the rest of your body.
As far as drugstore, you could try the true match foundation. In the W range.
You look like a W1 or W2.
As for more higher end I think Bobbi brown would have some good shades.
MAC has a powder foundation (Studio Fix) with lots of colors.
I was able to find a shade from this line and my skin is quite yellow/olive
The Makeup Forever HD foundation has good shades but not too good for oily skin. I think their Matt foundation would work better if you can find shade

Although now that I think of it, the picture may look different as far as tones on different screens so definitely go by what Cady says beforehand

I'd say warm to neutral.
