I'm not sure that's exactly how hair dye works. If you dye your hair blue on top of the red I really doubt it would turn to that shade of purple. You would probably be better off getting rid of the red first.

Zeema, Manic Panic blends very well with veggie dyes of similar consistency. Many people dye over their hair to create a new color and it will come out great. It also depends on the undertones of the dyes.

I did a similar thing. I've been dying my own hair blue for about 2 years. I would suggest lightening your hair just a little bit. Your hair is red, so it has pink tones in it.
Buy a cheap shampoo, and give your hair a really good scrubbing to bleed out some of the color. (Make sure to use a really good conditioner because it might dry your hair out a little bit.) It'll lighten your hair just enough without having to bleach it. I'm personally not a fan of Manic Panic, but I think it might just be something with my hair texture. :)
