ELF makes some good primers. NYX makes some amazing eyeshades that actually can be use as contour.

For a subtle highlighter I like macs strobe cream it has no glitter and you can get it in a travel size for $10.

Loreal Lumi Illuminators are good. But only the liquid/cream ones in the tube, NOT the powders. I personally think liquids /creams are more natural-looking anyway. They come in 3 shades, pearl, rose and & golden (bronze). And they are in your price range. You can use them as a straight highlighter or mix them with your foundation.
