I don't find that look to be professional, either; it looks more casual.
For a professional look, wear dress pants/skirt with a blouse or a dress (not a party or sun dress, a nice one). Heels or flats, no sneakers.

I wouldn't consider it professional, but as a business and law student, I'm used to wearing suits for interviews. You can make it interview appropriate. I find the picture you posted to be too casual. To make it more appropriate for an interview, I'd wear it with a cardigan or blazer with a nice blouse underneath. I think tights/pantyhose are a must for interviews. You could wear nude or black. For shoes, either simple flats or low heels :)

I would just play it safe and wear all black, you don't want to miss out on a job opportunity because you're not dressed correctly. If it was more of a retail job then I think that would be fine but Goodwill is run by corporate if I'm not mistaken so please just wear all black and wear a knee length skirt if you don't have any slacks.
