For matte shadows, I would really recommend Lancome and Lorac; their shadows are some of the absolute best, in my opinion. I've also heard good things about MakeupGeek shadows , however, I have not personally tried them out yet.

I highly suggest Lorac shadows. They're perfectly pigmented and blend so easily. Their Pro Palettes are half matte and half shimmer but they also have a Pro Matte Palette which is all mattes (:

It Cosmetics Naturally Pretty Palettes are talc- free and comes with a larger sized pearlescent shade that you can layer on top of any of the mattes to transform them into a shimmer. So every shade is a matte & a shimmer if you want it to be. There are different volumes to pick from.

I agree with viseart. granted that I have had the palette for just 1 week but I can see the difference in using this shades! it's simply a delight! I am still skeptical and need more testing with the palette. but like Marleen said, it cosmetics naturally pretty Palette has been a holy grail for me since its inception. they are quote velvetty easy to blend. I have dry skin and I am not getting any younger if you know what I mean :-) for my skintone, this Palette has all the crease shadows that I ever need I cannot do my makeup without it.Lorac is another good option in terms of color range and finishes. it's an awesome first Palette to have. however now that I have trying a whole other brands I can definitely see how harsh Lorac shades can get! they are super duper pigmented so its easy to screw up if you don't have a light hand... hope this helps :-)
