If you're looking for hydration specifically, I'd go with Hyaluronic.
Dehydrated eyes though will exaggerate wrinkles... for more anti-aging Glycolic would be great.

Hyaluronic is one of the most important skincare products. Anyone can benefit from it. Glycolic is not for everyone. They're completely different products with completely different purposes.

Well, think of Hyaluronic Acid as an intense moisturizer... it can hold up to 1,000 times it's weight in water. One gram of hyaluronic acid is able to hold up to six liters of water.
What does it do beneficially?
Hyaluronic acid can improve your skin’s moisture content and at the same time strengthen skin’s barrier and can create softer plumper looking skin.
Since Hyaluronic acid is already produced in our bodies, it's skin identical and can work great for oily skin. It can be really helpful for skin types with acne, rosacea, and other issues without irritating the problem or causing clogged pores.
Hyaluronic acid does defense against free-radical damage, and reduces inflammation just like a good serum would.
So if you have minor fine lines/wrinkles... Hyaluronic acid would be a great route to go as it'll plump up the skin whilst Glycolic Acid is actually an exfoliant and can create skin sensitivity issues.
As for Glycolic Acid... it's an Alpha Hydroxy Acid (AHA, which you'll commonly hear amongst the community.. BHA is Beta Hydroxy Acid which is normally used for acnenic skin.)
It can be derived from various plant sources and it's a form of a chemical leave on exfoliant.
AHA is used more for sun damaged skin and sun spots... and can be a bit irritating and is best introduced little by little. It can be beneficial for dry skin since it helps shed dead skin which will allow moisture to penetrate through.
AHA is great for anti-aging buuttt can cause sensitivity.
I recommend trying out Hyaluronic first as you may easily yield the results you want.

The hydraluron serum is mostly Hyaluronic acid... which you can buy separately from a health store and add a couple drops to an oil or your moisturizer but will still cost around $22.00 + and won't give you the same thing as if you were to buy a quality antioxidant serum with more than just Hyaluronic acid.
If you find the serum moisturizing enough... you can use it alone. But a serum will penetrate deeper than a cream due to the molecule size... paired with a good cream moisturizer you'll get beautiful results.
Moisturizer is all dependant on what you want and skin type.

I use Mario Badescu's Ceramide Eye Gel. It's strong but it definitely works for hydrating tired, puffy eyes. My dark circles are hereditary so it takes a good product to make a difference. But I only use this one at night. For day I use Ole Henriksen's Total Truth Eye Cream SPF 15. You should definitely use a different moisturizer for your eyes than your face. The steps of a skincare routine for clear skin is exfoliate, cleanse, tone, eye cream, treat (I.e. serum for dark spots) moisturize. Your moisturizer during the day should contain SPF but your night moisturizer shouldn't. I have a post on my blog for the essentials of clear skin.
