BB and CC creams traditionally have a dewy finish, so I would say yes. Some western brands have matte BB creams if that helps…

I agree with Megan, IT cosmetics is the way to go! For drug store I also really like Garnier BB for oily/combo skin! The finish is unmatched by anything I've tried from the drug store!

I prefer more Asian brands for BB creams personally. They're quite inexpensive and there are quite a few for oily skin.
I like the Skin79 Orange label BB cream. It's great for oily skin, has a lot of SPF and moisturizers your skin without being greasy, with a natural/satin finish, doesn't look like makeup and helps to control oil.
There's only one shade but I'd highly suggest the custom cover drops from Cover FX which work well at making it match better and can add more coverage only need a couple of drops which is great since you won't be diluting it as much impaired to using regular foundation especially if you get the drops in a shade darker.
Another good BB cream is the Dr. Jart, I believe it's still one shade I just se the drops and I find this one is pretty good for oily skin IMO
