I've been doing winged liner for 3-4 years and here is what I've learned :

first off make sure you are comfortable and your arm is well rested on something steady.
some people start off different inner corner, outer corner, wing but I personally like to start off with the wing going from the lower lash line and flick it up towards the tail of my eyebrow. (Usually a big flick since I like dramatic winged liner) after that I start going into the inner corner with short thin stokes and it sort of makes a triangle type shape so I fill that part in making sure I can't see any part of my skin.
oh and I make sure I am following my natural eye shape and once I'm done I'll thicken it up to my liking making sure the inner corner is thinner than the rest of my eye. Remember patience is key when you are first learning winged liner, be patient and try not to get frustrated. Now winged liner only takes me about one minute on each eye (:

here are my favorite eyeliners and some tips :

liquid (NYC, almay) - be patient and careful with liquid.

felt tip (smashbox) - make sure you are holding it horizontally.

gel (Tarte clay paint, inglot #77) - if you want a nice sharp wing then make sure you are using a thin precise brush, although you can use a angled also.

pencil (Loreal) - I don't recommend pencils for winged liner since you can't get any sharp wings with it but if you do make sure the pencil is always sharpened.

eyeshadow/ powder (any) - I would only use eyeshadow/ powder if you want smoked out winged liner.
