When you apply drag your bottom eye lid down gently so you can see you water line. Some times it's easier to line with a thin angled brush than actual pencil liner.

You lower waterline or do you mean tightlining? For my waterline, I always run a q-tip along it gently to help dry it a bit. I also use a product that is "waterproof".

I agree with Robbery J. on the waterproof products- I found that the ABH creme colors are DEF waterproof and last long periods of time, might wanna check those out! I normally set my waterline with a powdered eyeshadow too for more vibrancy.
