I would go for BareMinerals!
I don't recommend the pressed version, it gets really cakey.
The loose version is best, I'd get the Matte formula.
As for a brush, any that's just like a kabuki brush or a flat top dense one because it'll give you better coverage

I haven't tried bare minerals (which I really want too) but I needed a powder pressed foundation (which I have tried Bare Mineral's ready foundation, which I don't recommend at all) and so I got the 4 in 1 powder by Püare Mineral's and I actually really like it. It has a mediumship coverage, you can make it light, and you can build it up to an almost full coverage, but I just recommend using concealer underneath (I use maybelline fit me) or even just a color corrector. But I really do like it, I also use a dense round top brush (I got mine from Marshalls so I'm not sure of the brand, but I feel like the real techniques buffing brush would be good)

I broke out really badly from bare minerals. It was weird bumps that were underneath my skin so I couldn't use any treatment for them. I would get a sample of bare minerals first bc I know others have had this issue.

BareMinerals is nice but contains Bismuth Oxychloride, so if you're suspectible to break outs I would use it minimally or pass. Tarte's is really nice as well, I'd ask for samples :)

The it cosmetics celebration foundation! its a powder. is super nice! I have oily skin as well.
