I have wavy hair, but I feel like I'm not getting all that I can out of it. I don't use heat often (2-3 times a month) and I try not to mess with it too much.

I use garnier pure & clean Shampoo and conditioner and occasionally I use mousse. I just think that my curls are being weighed down plus it is frizzy.

Use argan oil instead of mousse and make sure to wash your hair very well after shampoo and conditioner

I would look into a shampoo that's specifically designed for curly hair, most drugstore brands dry out my curls or make my hair super oily. I would also get a frizz control serum.

That shampoo may be drying your hair= less curls and more frizz. Get either a hydrating shampoo and conditioner or one design for curly hair. I really like L'oreal EverCurl line, which is sulfate-free. Also apply a hydrating hair mask 1-2x week. For styling it I recommend hair plopping (tons of videos on YouTube) and and antifrizz serum like Justine suggested.

You need to bye a shampoo that is sulfate free because sulfate dries out your hair especially if your hair is curly and needs a lot of moisture. You also need a conditioner that doesn't have silicones in it. Silicone coats your hair in a thin layer that causes your hair to be flat. Silicone is also non soluble which means water didn't wash it off. The only way to wash it off is is to use a shampoo with sulfate in it; which as I said before dries out your hair.

As Sara pointed out, Argan oil is a good place to start with curly hair. I'm recently natural and have been researching a bit about curly hair care and to combat the frizz oils are your best friend. I would say to test out a few oils and curly hair care products and see how your hair reacts to them. Maybe start a hair journal. That's something I've been meaning to do (:

Any sulfate free shampoo and conditioner for curly hair or a cleansing conditioner. this week a started using a mixture of water, leave in conditioner and coconut oil. I love how defined and freeze free it leaves my curls.
