I use garnier dark spots with 5% vitamin c, it'd a white cream that comes out the top of the lip is a bit orange aswell where the cre comes. oit snd it turns my finger orange to, If it turns. my finger orange why doesn't it turn my face orange?

Hmm maybe its because on your finger the pigment is sitting and when on the face it is evenly disbursed but that doesn't seem too natural? Any serums or products I have with Vitamin C never stain me sounds like harsh chemicals are being used.

Perhaps it's because the skin on your hands don't have as much melanin and such a thick epidermis.
Maybe it's just oxidation of the product. Vitamin C is sensitive to light I believe. Or maybe it turns a slight orange hue to be a quick fix to "brighten" the skin by give a change in tone.
I know there are creams like "Fair & Lovely" that are marketed towards skin whitening but they basically use pale ingredients that are quite white like sunscreen which makes the face appear lighter when the cream is on and it will have a small amount, if any, of an actual lightening ingredient.
