Best SMUDGEPROOF eyeliner and mascara?

I have a huge eye smile, which causes excessive smudgy raccoon eyes after an hour or so at school. I don't really like using waterproof mascara because it seriously dries out my lashes, and it smudges anyways.

Any good recommendations?

This is not me, but it's a pretty good representation of my dorky grin ------->

Maybelene gel liner is great and lasts all day with elf under eye setting powder if you were to purchase them both it would be a mere $11-12.

Aha I have the maybelline gel liner now, it's good but not completely smudge proof x] thank you though!
