I love Maybelline Dream Fresh BB Cream. And I like Maybelline Dream Matte Powder, and Almay Smart Shade concealer (I don't use the foundation anymore because I prefer BB cream, but the smart shade foundation is pretty good too). I'm not sure what the prices are exactly, but I'm pretty sure they're all under $10.

You can try Rimmel London. They have cheap foundation and concealer. I've used them and they're pretty good.
If not them, you can try NYC (New York Color). I've used their foundations, concealers, eyeshadows, lipsticks, glosses, etc. They're good, too. (:

I don't really use foundation but a brand that I use often, that is REALLY cheap is Essence :) I'm in SA though, so I'm pretty sure you should have it available.

I dont really like covergirl... try Rimmel London. I had their concealer for awhile and they work pretty well. It may cause breakouts though depending on your skin type.

E.l.f is awesome for super affordable brushes but that's about the only product by them that I like whatsoever. Essence is awesome, in Canada you can find their products in Shoppers Drug Mart. But my all time fave drugstore foundation & concealer would have to be by Avon/mark. Everything's super affordable but definitely high quality results.

Revlon Colorstay Foundation is awesome! I love Hard Candy glamoflauge concealer and Wet and Wild eyeliners are great and cheap and so are their eyeshadows!

I heard really good reviews about Drew Barrymore's Flower line at Walmart. For concealer I actually use Maybelline's color tattoo, the orange one, to cover dark circles and then use any concealer on top. try it, it works!

MUA (make up academy) are great, most smaller things are £1 and most stuffs generally no more than a fiver, you'd have to check if they post to outside the UK though cause I'm not sure.  xD.

Revlon Foundation and Lipsticks are amazing. Wet and wild has amazing lipsticks as well. l'oreal has the best mascara and eyeliner. Milani has great baked blush. Same with hard candy.
