Try the naked pallet from urban decay! its really just neutrals. I have blue eyes as well and I feel like I have always had trouble finding shadows I like. but this pallet was the best investment ever!

Warm coppery colors! Blue is across from orange on the color wheel. But obviously most people won't wear/don't have orange eyeshadow. So gold, copper, bronzed colors!

Woodwinked by MAC is great! Many colors from both of the Urban Decay Naked Palettes look gorgeous on blue eyes.

NYX has a pallet just for people with blue eyes. I love it. Also, gold makes my eyes (blue) really stand out. As well as lavender shades.
