What's your style? Clothing, personality, ect. You'll want to have personality in your makeup too (: without knowing anything I'd say basic winged eyeliner and mascara with maybe a red lip...I love pale skin and dark hair <3 maybe something kind of pin-up?

I'd say experiment with filling in your blonde eyebrows. Don't use black though! A chocolately or espresso brown will work with out looking mega harsh. I like the idea of a red lip too, but that's a big first step. maybe a nice coral lipstick. Nothing too pink though, I think a pinky pink wouldn't suit your skin tone. Then mascara and some smokey eyeliner.
As for hair, I think a bang would be nice! even just a fuller side bang just to help showcase that pretty face.
