I have the same problem. I constantly use Vaseline at home or I have to reapply lipgloss all day when I'm away from home. Something that works great was Lip Glow by Dior. But you still have to reapply :(

After your skincare routine, get a drop of honey and some white sugar and gently rub your lips. Using a toothbrush is too rough on your lips, that's why the problem isn't going away, you aren't giving your skin a chance to heal, please ditch the toothbrush. After you rinse the honey scrub off, you can apply just honey on your lips and let it sit there. Try not to eat it. It should heal in a week or two.

Don't use Vaseline. It only puts a layer on top of your lips. Your lips don't necessarily absorb it. Try Eos (the egg lipbalm) or any Nivea lipbalm.

Carmen is right, honey and sugar no brush just your finger and I've also tried olive oil and sugar works great too! I have chapped lip problem too and use this as well as Fresh Sugar Lip balm and Mac tinted lip conditioner(w/SPF) and Blistex Lip Medex.. Any if these work good.. The fresh is the most moisturizing I think!

Aquaphot should be your bestfriend. Stay away from blistex or lipsticks and stuff because its really drying your lips out more.

I've read that dry or chapped lips can sometimes mean that you need to drink more water.
