im confused on the steps for foundation? what goes first primer, concealer, foundation,powder? and what is a toner and in what step does it go

i do primer then under eye concealer blended in with foundation. dont usually do concealer on my face but when i do i do it after foundation and it isnt the same concealer the eye one is too brighten. then i powder then i spray my face.

I usually add a moisurizer, primer, foundation, concealer then a powder to set. The trick to getting flawless skin is the right brush and allowing all your products to do what it does. Give all the products 2 minutes to settle in to your skin. Then move on to the next. I learned this on youtube and my makeup has been looking great.
