PETA = a bunch of hypocritical, (cis)woman-objectifying a-holes who don't give a toss about animal cruelty but about scaremongering and making a profit. In fact, the majority of the animals they rescue end up being euthanized. (petakillsanimals.com) I don't trust them as far as I can throw them.
As far as I'm concerned there's no such thing as "cruelty-free". Even brands with that label have benefited from animal testing if only because that's how we (in general) know whether or not ingredients are safe.
The only way to go truly cruelty-free, IMLTHO, is to stop wearing makeup. And don't use skincare. Or use any other personal care products.
