Always exfoliate and moisturize , smooth skin is the first step. Of course you need a good primer and a decent foundation. It's all practice from there to get your perfect application. Try a duo fiber blending brush, or a blending sponge (used damp). And probably a decent concealer for those hard to cover spots. You should use a shade darker than your skin tone for covering blemishes, and a shade lighter than your skin tone for highlighting under your eyes.
I really like Tarte's bb cream for a primer- that or, Too Faced Primed and Poreless. And my favorite all time foundation is Silk Creme foundation by Laura Mercier! Good luck!
