I have learned the most important steps are start with a clean face, moisturize, and use a good primer. That will make all the difference with your makeup.

Since your new to makeup start off with neutral colors so you get use to it then once you feel comfortable add colors and to find your foundation color do swatches on your jaw bone going downward and if you cant find your shade because your inbetween colors go for the lighter shade its easier to darken then it would be to brighten darker color and a good brush kit is key hope this helps I could go on and on but that would be s really long post lol

Just start simple, get into a good cleansing routine
Start by using concealer and lip gloss/ tinted lip balm/ lip stain and mascara and eyeliner
then when you're comfortable I'd start experimenting with foundation and eye shadows
Go slowly and perfect your technique with applying the various kinds of makeup and find the right products for you
