I have the same issue. I suggest to exfoliate when you shower. I use a pumice stone from a local beauty supply store. I also make my own salt scrub with sea salt and coconut oil/almond oil. It works! Exfoliation is key ;)

I went the doctor to treat it... ( not worth it! Nothing happened) I used to tan alot and that helped amazingly but! It's not worth the idea of leather skin lady in a few years... But what really worked for me was birth control /prenatal vitamins because it has to somewhat do with your hormones

Take a lot of vitamin A, make sure you use a moisturizer that's hard core so it can penetrate deep down, oh yes and exfoliate like Uriia said

I have the same problem.
My dermatologist told me to use a loofah and the bumps are getting a lot softer and the redness is starting to go away some.

I USED TO HAVE IT BUT I GOT RID OF IT
what I did, I exfoliated with those gloves in the shower everytime I shower and I used a good shaving razor and keep it moisturised with lotion and don't try to pop them and also tanning AND MOST IMPORTANTLY GO BEACH OFTEN THE SAND AND THE SALT WATER GETS RID OF IT, I used to have it and I did these steps and now they are gone :) good luck!
