HIPAA does not protect people from their name being read off a receipt. HIPAA actually only covers medical and mental health services. The boy did not actually break any laws by reading a name. He broke laws by harassing the person who's name he read. If that information were protected, it would have to be shredded upon completion of transaction. There aren't any charts to worry about. It's simply a purchase and the only information you can gather from a receipt is a person's name and how they paid. So, in that sense you are protected - from unauthorized use of your credit card. Not from someone reading your name off a receipt. He still can go after the guy for harassment if he doesn't back off.

He didn't ask for your name or your Facebook, let alone offer you his. This is something you should take seriously. It could be just an immature boy who saw a hottie and was willing to be stupid to try to get him, but you can't rely on that. My advice is to ignore and block him. Continue to say away from the coffee shop. Maybe call the place anonymously and talk to a manager about unprofessional practices by their staff (pretend to be a concerned friend). If things escalate, as sad as it is, it would be time to call the cops and let them in on it. If nothing else, he will be taught a great lesson about maturity and ethics. Good luck sweetie!
