Powdering the face can take many forms and there is nothing wrong with just using a powder brush. HOWEVER. If you have things to cover, redness, spots, etc... using a powder brush can MOVE the makeup underneath suddenly "the problem" is back. Powdering the face with a puff in a "tapping" motion will set the makeup. It won't move it and it allows you to control the amount of coverage you want - meaning you get to keep the glow you want - hence the gorgeous hayden panettiere always has that glow without ever looking oily. Just tap and powder the areas you want :)
