Don't waste your money on cheap money like I did when I was a beginner but defiantly look out for good eyeshadows at drugstores like neutrals and elf brushes are nice for beginners cuz there cheap and eyeshadow primer is key

Tinted lip balms, mascara, a tinted moisturizer, a nice wide range makeup palette (E.l.f has some good ones, coastal scents 88 original, or some of the maybelline eyestudio palettes are nice), a black pencil eyeliner and a brown pencil eyeliner. That would be a great starter kit. It is also always nice to have a good eyelash curler, tweezers, and makeup remover. Like Kayleen said www.eyeslipsface.com is a good place to start looking though I do think you can get some good products from Wet N Wild too.

Primer (I'd recommend the Urban Decay one), neutral or brown eyeshadow palettes for a natural look, lip stain in red or pink, waterproof mascara, and if you wear foundation, invest in a really good quality one. Something like HD Makeup Forever. Ask a consultant at your local beauty store to match you up properly with the right shade. It helps to get great products from the get go. :)

A pencil liner in either black/brown/taupe (NYC cosmetics sells them for less than a dollar each!)
A creamy concealer ( Nyx Concealer in a Jar, or Elf Stick concealers)
A light-medium coverage foundation that can be built up if need be.
A loose powder (An inexpensive option is either Maybelline's Shine Free Loose Powder, or Palladio's Rice Powder)
Neutral eyeshadows for your skin tone.
A neutral matte bronzer/blush ( I know a lot of people love NYC's bronzer and they make some nice blushes as well.)
Mascara
A sheer lipstick that compliments your skin tone.
