The difference is the finish they give..
I'm pretty sure a stippling brush gives a more sheer coverage, & the face brush gives a more full coverage. I'm just starting to learn about all the different brushes tho, so I could be wrong :p

One has a blunt straight edge which is good for packing in color and blending it out for that airbrush finish the other has a rounded tip so it won't deposit as much color right away you will have to build the color up and rounded edges are usually best for powder foundations too.

The stippling brush is to build up product in areas that need more coverage, you use it over the flat base of foundation on the face that you have already applied, keep in mind that stippling brushes are not to be used to apply foundation directly to the face.My best advice to all is to actually watch a video of actual technique of paint stippling this will give you a better understanding about what I'm saying. As for that second brush I like to call it the vacuum because all it does is suck up product, its made to apply the base (foundation).

I'm no expert and I haven't tried any of the real techniques brushes, but I love using a stippling brush to apply liquid foundations. I used a rounded brush for several years but switched to the sigma F80 last fall which I love for its density and softness. With the stippling brush, I use my fingers to wipe foundation over areas that need more coverage the use the brush to push the foundation into my skin. Then I buff over the whole face in small circular motions, which gives a smooth airbrushed finish. I find that compared to my old brush, I use less product and my foundation lasts longer. Someone mentioned that the stippling brush gives more of a sheer coverage, but I haven't really noticed that compared to a rounded brush. If I want what I consider to be sheer coverage, I use a beauty blender instead of a brush. I guess it's just a matter of preference, but I think both brushes would work well as long as they are synthetic with fairly dense bristles.

Bare minerals has a new foundation coming out May 1 and they released a special brush. A group got early samples but I got the wrong shade... But... The brush is amazing. It is flat, but with a little dent in the top to load with the foundation. I just use it to buff on my old foundation and really like the finish. But, it isn't out until May 1 :-(

This is going to sound kind of stupid, but the stippling brush is for stippling! In art, stippling is a technique of using lots of tiny dots to achieve a shaded look - the more concentration of dots, the darker the shading. In makeup, you are making these tiny dots with foundation using a stippling brush to basically dab it on without swirling it around, if that makes sense. The expert face brush is more of a buffing brush, so it's used to (you guessed it) buff foundation using circular motions into your skin. They can both give beautiful results, just through different techniques.

for reference, these two videos will show the difference between a stippling motion and more of a buffing or swirling motion
