Can I ask what other products you use? A good, simple routine is to cleanse your face, use a toner and then a moisturizer. I know a lot of women with oily skin think that they don't have to moisturize, but actually if you don't your skin freaks out and produces even more oil.
Some products I like
Cleansers: Neutrogena Rapid Clear Foaming Scrub, Bioré Blemish Fighting Ice Cleanser, Boscia Face Polish
Toners: Burt's Bees Acne Solutions, Murad (can't remember the name, it's a clear bottle with blue writing)
Moisturizers: Aveeno Positively Radiant, anything Korres, First Aid Beauty Ultra Repair Cream.

Ugh, Proactiv killed my skin and my baby sister's. Stuff is awful. Normal toners don't and shouldn't do that, so I wouldn't worry. Everyone's skin is different, so don't be afraid to try stuff to find what works.

Oh, if that's what it is, look for alcohol free toners, those feel less drying to the skin :) happy to help!

The orange Essence is good but there's better. But after using that I use an acne wash and toner

I have been wondering about Burts Bees cleansers as well.
I use the chapstick and love it. A lot of them end up drying your lips back out so you'll use more of the product.. I don't find that to be true with Burts Bees.

I've used their acne cleanser when my skin was slightly acne prone but more oily and I really like it. A little goes a long way though! I would rotate it out with their Royal Jelly cleanser. I believe it's called Radiance or something like that. Those were the two Burt's Bees cleansers I've used. Right now I have oily/combo skin with occasional hormonal break outs. I'm currently alternating between Shiseido's Pureness Deep Cleansing Foaming Cream and The Body Shop's Tea Tree Skin Clearing Wash. The Body Shop is always having a sale online. Shiseido's is kinda expensive but I got mine on Ebay so =/
