I have the same style as you. It's very difficult to describe. I base it off of people, mostly celebrities.
Usually during the summer I am very minimal, and that usually goes for everything (hair styling, makeup, jewelry too) I live in rompers and jumpsuits in the summer. They are super easy to just throw on and go. I also really like wearing maxi skirts and dresses. I don't advise wearing super trendy stuff or buying shirts with writing or graphics (unless you absolutely fall in love with it.) This way you can get away with repeating things a lot more often and maximize your wardrobe. Plus, a lot of things go out of style very quickly so buying something super trendy (like cat shirts or something like that) might be a waste of money.
I'll give you a little list of basics that I think you need and then a few extra pieces.

Tops:
-Plain white t.
-Loose fitting tank
-A bustier/crop top
-"Dressy" tank top
-Lightweight zip up hoodie. I have a really nice one from Old Navy.
-Lightweight kimono style top (Optional. I like these as bikini coverups)

Bottoms:
-Denim shorts. Whether they be destroyed, high waisted, studded or just simple.
-Black shorts.
-A black maxi skirt.
-A pair of lightweight, loose flowy pants. (Optional)
-Printed shorts (Optional.)

Etc.
-A jumpsuit in a neutral color. This will be the best summer investment you make.
-A good pair of flip flops. I've had the same pair of Rainbows for four years.
-A crossbody bag.
-A big floppy black hat. (Totally optional. I just really want one, LOL.)
-Cute sandals
