maybelline has a palette called like explosion or something and its got quite a few colors that span out in diagonal rays. that's a really nice one !

Jasmyn, Wet n Wild just came out with an all matte pallet. You may be able to find it at Walgreens or Mmart

I've yet to find any drugstore eyeshadow that fits the description. I even dislike Wet n Wild eyeshadows sooooooo much except for Brulee.

Pixie is sold at Target, but definitely not at drugstore prices. I really like Revlon and Almay, both have great pigmentation when used with primer or colored base. Also, I really enjoy the ELF quads for a $1, it can't be beat.

The wet n wild "I Heart Matte" palette is great. Maybe you touch your face throughout the day and don't realize it? if you have a primer, they really should stay.

I know it isn't drug store, but the eye shadows they sell at hot topic are super pigmented and really cheap. They work really well for me.
