I seem to have puffy under eyes and dark circles... How do I choose a right concealer and would that help my problem or what other techniques can I use? Thanks in advance.

A great concealer for under your eyes would be the Mac Pro Longwear concealer; it's great, very smooth and easy to apply, and doesn't crease. As for the puffiness, applying cold spoons or cold green tea bags to your eyes in the morning should help.
