I don't know if I have hooded eyes but I had the same problem and I started using gel and it didn't do it anymore

Do you have oily lids perhaps? You could try inglot gel liner sold on beautylish or maybelline eye studio with and angled brush. (Not my pic)

Milani has some pencils called "shadow eyez" and they're basically eyeliners/shadow base. I use them a lot to line the top lash line. I grab a thin liner brush and run it back and forth on the tip and then place it onto eyes. It's really smudge proof and water proof. They will not move at all!! Try them I recommend them 100%

I have the same problem! I don't know about gel liners, but I recently started using Koji Dolly Wink liquid eyeliner and I love it! It has a super fine tip that's easy to control and dries in a few seconds without smudging. Once it's dry, it stays all day! For a pencil liner, I've been using Revlon Colorstay for ages. It doesn't stay quite as perfect as the Koji but it's the been the best pencil liner I've found.

I have hooded eyes and I love nyc liquid liner. I usually don't like liquid liner but this one is nice because it's matte! plus it's like 3 bucks
