Hi, Sarah! Unfortunately, there isn't really a "one size fits all" answer to this question. What's going to work best for you may be quite different from what works well for others, depending upon your skin type and the amount of coverage that you want to achieve.
Personally, I have combination/oily skin that is also a bit acne prone. I also happen to have some freckles on my cheeks (yay, freckles!) and I don't even try to conceal them. Putting on enough product to cover them completely just looks too unnatural for my tastes.
I always my routine by cleansing, toning, and applying an antioxidant serum. Then, I moisturize with a mattifying lotion that has at least SPF 30, unless it is already after dark.
After that, I just apply a little foundation on my nose, or wherever I need it to help even-out my skin tone a bit. I'm really loving Revlon Nearly Naked foundation, at the moment. Then, I dab on a little concealer under my eyes to cover any darkness, or over any blemishes. I finish it all off by pressing a little translucent powder onto my t-zone to help keep that area from becoming too oily.
At this point, I would go on to apply blush and/or bronzer before thinking about an eye design, but that's pretty much what I do for foundation. Some people prefer to apply concealer and face powder after they do their eye makeup, as a way to clean-up any fallout from the eye shadow, but I've not really had any problems with the way that I do it. I'll admit that I don't often use dark eye shadow, though.

I also apply a BHA lotion after cleansing and toning. How could I have forgotten about my indispensable BHA?! lol.

Your freckles are gorgeous! Personally I think you don't need to go all out with makeup by indulging in the world of contouring. Its great for the ocassional look but not everyday (I don't even contour everyday). Lately I've been keeping it simple...Bobbi Brown CC cream and then I apply Bobbi Brown Stick foundation only in my t-zone and under my eyes...blending out with my fingers. It enhances my skin versus masking it.
