Milani shadows have great pigment. Avoid covergirl, they lack pigment. surprisingly, I found great shadows from dollar tree. They carry a brand called L.A. Colors that works great. They are very blendable and you don't need to apply a lot of product to get vibrant colors. Rimmel has good quality eye shadows and I have heard only good things about wet n wild palettes.

I love Milani shades but their packaging is so fragile that the eyeshadows tend to shatter a lot so be careful!!

The wet n wild palette s are good. Sonia Kashuk has 2 that are really good. One is all matte neutrals and yhe other is shimmers and glitters.
