When my eyebrows were patchy I used a pencil to fill in the gaps and a powder over the whole brow to shape and fill in evenly.

I have that same problem, by the end of the day it was visible where I didn't have hair, but the Anastasia dip brow has been working for me. It stays on ALL day.

Try a powder that is set with wax after. Powder is much more forgiving and tends too look more natural, especially if you smudge it slightly. Go for a shade lighter than your brow colour. Smashbox makes and excellent one, but there are tons of cheaper drugstore brands that do the trick with ease. Good luck!
