Ulta because it has a drugstore side and a high end side. The only bummer with Ulta is that it doesn't sell all high end companies, therefore I would prefer Sephora.

Well neither are where I live. I've been to two different ulta's both in different states and I've never been to a sephora so I can't give a solid opinion haha bu I really liked Ulta!

Sephora. Ulta by me no longer gives out samples for ANYTHING but Lancome. Most of my purchases are made after sampling.
