I bought a dress from Forever 21 almost identical to the one in the picture. What kind of shoes, jewerly, or extra pieces of clothing should I wear with this? I want to wear knee high socks or tights with it but I'm not sure it would look good.

I would skip the knee highs or tights. It appears to be a flirty spring/Summer dress and I would pair w cute flats and bangles. You could wear a statement necklace,
Or even a simplistic one.

Nude would be perfect. I would do gold sandals or bangles...you could even do silver.

Tonita is right!! This is a fit and flare dress. And the color is more springy and summery. So flats, wedges, or strappy heeled sandals go with this. Jewelries can be gold or silver.

I wouldn't wear knee high socks or tights with that dress. And I don't like the boots in that picture with it either. It looks really summery so boots and tights just don't go. I would wear gold or tan wedges or sandals with it.
