It just makes them easier to style. But I don't think you need to. I've done it and regret it because my eyebrows are wonky now.

I'm not sure about the tail as I don't cut my tail.
But no, it's not to make your eyebrows look short. It gives that cut and trimmed appearance. They always do it when I used to get mine threaded. You can try it out but remember its only a little tiny bit.

Only trim the very beginning of the brows. Nothing more than a quarter of a inch wide should be trimmed. If you cut any more than that they will look very odd and not thick any more
