I got a funny story on over packing and traveling. I went to the US for the first time in my life about a month ago for three weeks, towards the end of winter and by god, was it freezing! I was so use to 95°F weather, that when I got hit with 50°F, my nose and a part of my face started to crack and peel. I had to but new night cream and serum just to fix the problem.
So moral of the story, bring specific items that you know will suit the conditions in London, and if you can buy it in London like masks etc. then leave it. Seriously though, research on Weather conditions thoroughly to help pack.
Clothes-wise, I don't suggest a lot but simply bring three pairs of jeans and few blouses and a warm jacket for cold London nights. Even though it is to study abroad, everyone shops. Hahaha! That includes makeup too. Speaking of makeup, one foundation and concealer, your favourite palette, two lipsticks and blushes at most should be fine. I regret bringing more than I used, it was too much of a hassle and in the end, I didn't even use a lot of makeup.

If you have access to a washer/dryer I would just pack my favorite items and some extras! Then wash and wear again. Leaves more room for makeup and souvenirs ;)
