Elf is good for some stuff. Their mineral eye shadow is awful though! Loreal is my fav drugstore brand.

ELF: $1 line has nice eyeshadow quads, lipsticks/glosses and a few nice brushes. Studio line has a nice variety of really good products as well, probably better as a whole then the original $1 line.
Wet N Wild: Really amazing eyeshadows, liners, lipsticks, blushes and bronzers.
Rimmel London:Great blushes, eyeliners and mascaras.
Milani:Just a really overall great brand!
Hard Candy(WalMart Only):Amazing shadows, concealers, blushes, liquid eyeliners, lipsticks/glosses
Maybelline:Overall nice brand, great foundation, powder, blush, lipstick
Revlon:Overall great brand. Nice foundations, concealers, blushes, lipsticks and glosses
NYX(Ulta and maybe local clothing stores): Great brand. Tons of great products!

These are just my opinions, try anything from any brand that looks nice to you, and have fun with any products you buy! (:

I think every drugstore brand has some really good products but some really bad ones too and it's really trial and error to find the ones you love. Personally, I like Milani baked blushes, shadow pencils, and polishes. Cover Girl lip perfection lipsticks. Maybelline dream lumi touch highlighting concealers, color tattoos, and dream matte powder. Revlon polishes, brushes, and lip butters. Loreal lipsticks, mascaras, and foundations. Wet n' Wild shadows, blushes, color icon eye liners, and cream liner.

Wet n Wild has good M.A.C. Dupe's as far as lipstick,Milani has good blush dupes(like luminiso is similiar to Nars Orgasm) Selma Hayeks new foundation's are amazing from CVS.L'oreal makes the best volumizing drugstore masacara's.E.L.F has amazing brushes and lipglosses and their new matte lipstick pencils are great!NYX is a no fail,love their matte lipsticks and shadows.I could go on and on..lol
