Deff try the white Inglot gel liner, it will literally stay on your waterline forever (I have watery eyes)

NYX Jumbo Eye Pencil in Milk. I always use it as a base and one day I popped it in my waterline. Lasted all day. It's literally stark white though so it really packs a punch. I usually tone it down by swiping a Q tip over my waterline after I apply it.
