Sugarpill! Nothing else even comes close. MAC's permanent line of shadows is really good too (their LE shadows aren't all that great.) NYX is a great drugstore brand.

Mac loose eyeshadows scream color, they are beyong pigmented i luv them, but nyx is pretty close to mac pigment wise and they are alot cheaper to, plus urban decay has a good amount of pigments in their eyeshadows too

Urban decay, Sugarpill, and MAC all make very good eyeshadow for high end. If you are looking for something more affordable try Wet N Wild, E.l.f Mineral Pigments, and Jesse Girl.
