Do layers actually add volume in hair or is that a myth? If so does adding layers work with any hair type? And which is better for more volume, short layers or long layers?

I keep long layers for volume. It's great for fine hair that is long.

My hair stylist suggested me to take layers in front and steps at back. layers actually make your hairs looks like they have volume.

Oh ok I'm asking because I heard that long layers give volume but I always thought it was only short.

Layers help your hair have more movement and also de-bulk your ends, it depends on the kind of layers that your stylist puts in, there are so many different techniques that are used to achieved the client desired look. But shorter layers will give you a little more volume.
