Neon nailpolish help!

I got this Neon Nail color kit by Fantasy Makers tday..and I applied 2 coats of the lime one but it still didn glow..then I applied a black base nail polish that it came with then applied the lime one on top,and didn glow either!! :( if any of you ladies have this,can you please tell me the instructions and why mine isnt glowing? :( xo..

Put a white base coat under them :) a white base coat will make them pop! Then add a top coat of course! :)

I had that same problem only with a neon yellow color from Sally's
I just put a white coat first
