It sounds like whiteheads and you can't pop them. They're dirt, oil or bacteria clogged under the skin.
Eventually with time the fall down.
Be sure you always remove make up before bed, clean your face regularly, exfoliate, to prevent future ones.
Anyway if they're really annoying and you feel you must remove them, you can do it. First open your pores washing your face with hot water, and putting a wet hot towel on them and then you can use a well sterilized tool to pop it. But be aware this can damage your skin, leave a scar or cause infection or inflammations.

They're called millia (white heads) you can have them lanced or you can exfoliate :)

Do not use baking soda on your face. Your skin is slightly acidic and baking soda is alkaline so you can sensitize your face if you do not have the correct products to balance out your skins pH after using an alkaline substance like that. As for the little white bumps they are most like milia like Karen said (it's hard to tell without seeing your skin in person). Do not try to extract them yourself, you could cause permanent damage. Go see one of your local estheticians. :)
