Paint nails with a matte black then go over with the glitter. Not sure whereyou could get this exact (sparkly one) nailpolish, but you coud always find one you like more and use it as a substitute.

Hey luna! I am not sure if this is the same exact nail polish that was used in the photo but this one looks very similar, I don't have this nail polish so I can't test it out for you but I have seen it in stores. I believe it's by essie and it is called "the thrill of it"

I think with the polish Nicole suggested and a glitter top coat in gold would make it almost what you want :)

Hmm...looks like a holographic glitter over a coat of black. Holograohic nail polish is fairly common, just find a kind you like and put it right over black nail polish. it should come pretty close. hope this helps. ;)
