Forever 21, charollette russe, h&m have items like that! You could also try Zumirs and hot topic for that top... I don't know if those places would carry the other pieces but you could deff find a top like that in one of those last two!

Topshop has a cardigan like that! You can get the shorts almost anywhere. Scarf from New Look or Select. Sunglasses from Accessorise or Boots. Top from Forever 21. Necklace from Select or Topshop! Sorry if you don't know many of these shops as I live in the UK.
