The Clearasil does not contain any comedogenic ingredients or irritants, however the Nivea Toner contains Decyl Oleate which has a rating of 3/5 in comedogenicity and Alcohol Denat which is rated 3/5 when it comes to irritation.
Both are listed high on the ingredient list so these may be contributing to your acne bumps. The Nivea toner does very poor when it comes to comedogenicity and irritation so it may be the problem in your skin care routine.
