Dry lips or something I'm not sure.

So it seems lately that at top of my lip it's becoming dry. As in skin-things are coming off and is gross! But te rest of my lips are fine! Any suggestions?
(Btw I have no cupcaking clue how to describe this!)

Put aquaphor on your lips over night...that gets rid of my dry lips.

I would try putting Lucas' Pawpaw Ointment on the top of your lip.
