It really depends on what else you would be wearing. If you had red heels with it, it would look fabulous. But if it is the only red you would have on. Then no. Black would look great also :)
Really any color will go with it. But it can't be alone. It has to have something else that is the same color to look right.

I personally don't like the red with the white. The dress looks awesome tho. Try a satin sash instead of a belt, I think it would better suit lightness of the fabric of the frills

I think any belt will take away from the dress. Skip the belt and wear with gold hoop earrings and gold sandals perhaps?

I like the idea of a red belt, but maybe a thin belt? I feel that a thinner belt would look more balanced with the dress than a thick belt.

Noooooo this dress doesn't need a belt because of the fact that it already has a cut in the middle! It would take away attention from the dress & the dress is gorgeous! If you want to add red maybe try some red lips? Or red heels? :)

Yea I don't think the dress would be flattering with a belt. Your better off dressing up the look with accessories. Like a nice statement necklace piece and bangles along with a clutch. I think gold accessories would look lovely with this dress! Hope this was helpful.
